[LDCad] Part Snapping missing/errors

I've processed all up to msg #75

I also added lots of info for the 20-01 library (I'm behind 3 libraries now )

I fixed the snap info but due to a bug in the snapping solver it won't snap correct, this will be fixed in 1.7 Alpha 1.
