I never learned LaTeX, so I went with what I knew (HTML).
As it turns out, OpenOffice and LibreOffice can both do a fairly good job of importing the huge HTML table and paginating the result, and both support PDF export. I have created two PDF documents (one standard, one with double-resolution images) and sent them to Willy, and he plans to make them available in the not-too-distant future (hopefully by the end of the year or early next year). For reference, the PDF with standard resolution images is approximately 34MB, and the one with double-resolution images is approximately 74MB. Both use lossless image compression inside the PDF, instead of JPEG.
FYI, the PDF documents are 821 pages long, so I doubt anyone will be printing them.
