Why don't stud grids allow offset snapping?

Hi,
I'm wondering why we can't have snap info for placing round parts such as 1x1 round plates and 1x1 round bricks in-between at least a 2x2 array of studs?I don't think its because only certain parts fit there, because if that was always allowed, then studs would snap into axle-holes, clutches would snap to pins etc
The offset clutches on 1xN plates, tiles, and bricks are sometimes missing snap info too, same goes for tubes on 2xN bricks plates and tiles - no snap info.
and yes my shadow, official, and unofficial library is up to date.
