Don't know if they count as "user friendly" but there are two places with info.

The old wiki on Nils Github page

and this page (in french) at JC Tchang

Thanks for replay.
I discover that... using MLCAD to disassembled content of .DAT and create new part is easy this days. Just select object and press DEL.
It is another tool with GUI, that i use to accomplish this task ?

I used MLCad for years to create LDraw parts, but I am now super happy to have LDPE which is so much more powerful - and actually it's relatively easy to use past the (very) steep learning curve. I had a hard time initially, but it was well worth the trouble.
For some very simple parts, you could also try Bricklink's Studio companion, Part Designer. Hugely underpowered for complex parts, but very easy to use for simple parts.

For simple parts too, easy to use is https://www.3dslash.net . Does anyone know another cross-plaform utilities that work under LINUX or web browser ? STL<=>LDRAW Conversion do not hurt so much.

HOW TO:
  • remove existed and selected vertex from view
  • show correspondent line in *.dat of selected vertex
  • make hole in plate of desired size with circle or rectangle shape

If you select a vertex, the corresponding point should have a black outline around it in the editor.
