Call for votes: Update OMR spec to require unofficial parts to be included in MPD

Please vote on the following change to the Official Model Repository (OMR) Specification Version 1.0.2 (added text in bold):

Unofficial parts are allowed to be used, but must be included in the MPD as referenced subfiles. The filename of the unofficial part is subject to the following naming rules:

Since the LDraw Standard Board only has three members currently, this passes unanimously. Unless I'm missing something, I don't have edit privileges for the spec page, so someone else will have to make the edit.
