What's more important is the position of said pins. Can you tell where their center is? Those should probably be "in system". Though for a figure part like this, there is some chance it might be off as well (but should be a somewhat "round" number as well).
for example on the original mesh the studs are on 12.99 i have rounded it to simply 13
the pin where the arms connect is at -40.924 should it be simplifed to 40?
the flat part where the neck stud sits on isnt flat its all over the place but its mostly -52.192
i have simplified it to 52.2
i would prefer real messuarments because to quote orion "Real world measurements trump the LDD mesh."
also fun fact the part is a glued assembly between a large upper part glued very tightly on a normal minifig torso
so tight you would have to destroy it to sepreate it pictures below
(there were pics of the upper part seperated from the torso but its not available anymore iirc the part connects through the neck i think it was 23763pr0005 that was used
