I need a consensus, please, on how to proceed with this file on the Tracker:

I have stated previously that I did not consider my work to be a "complete rewrite" since it was technically just a re-organization of Gargan's original DAT code. However, with the need for updating to the newer License Agreement, others have stated (on the PT) that my work would qualify as a rewrite (if I understand those comments correctly).
Given the existing DAT code as it currently stands on the PT, what changes (if any) would I need to make to this specific DAT file, to qualify as a legitimate rewrite, in order to proceed with the approval process, without being an act of plagiarism, in the consensus of our community, please?

(PS: On my copy of this DAT file on my PC's hard drive, I've already made some minor updates to the Keywords. But this is totally separate from the issue I'm raising in this post. Nonetheless, I've attached a copy of this latest version here, in case it matters.)
(PPS: I would be comfortable with the phrase "partial rewrite" for my work on this DAT file. Would that be acceptable, for taking charge of this file and updating the Author and License tags accordingly?)
