oh and btw, i got the version of the arm off these torsos, https://www.ldraw.org/cgi-bin/ptdetail.c.../63208.dat and https://www.ldraw.org/cgi-bin/ptdetail.c...208p01.dat, but it ended up unable to be colored, as only the stud connector could be colored, and i have no idea how to make the whole thing able to be colored in Stud.io.
In Part Designer did you try to go to File >> Open and then navigate to the correct directory where the file is stored. You should not need to "Import" the file, just open the dat file using Part Designer. On my system the part is stored here C:\Program Files\Studio 2.0\ldraw\UnOfficial\parts\62691.dat
The part opens fine, without any issues. You can then export it to Bricklink Studio if you want to add color to the part since you cannot color parts in Part Designer.
If I have missed the point here please let me know what it is you are trying to do with the part?
