I am puzzled...  It could be a folder mess (wrong folder tree structure), bad configuration of program. The screenshot comes from LDCad doesn't it? Maybe have a look at the part using LDView. This one will probably work since it pulls elements it misses from LDraw server.

I decided to give it a go and remove the "s/" on these lines and when I now inserted the main model the spokes did appear, I'm just left with a couple of small holes next to them.

Anyway you shouldn't have to modify the internal structure of parts/subparts. But your experiment is nonetheless interesting, the missing element causing holes is 5-16cyli.dat that should be in (Ldraw)/p folder.
So I strongly suggest that you download again the full LDraw library and reinstall it...
