Can anyone point me to the specifications/rules for obsoleted parts? (It might be easy pickings to get off the tracker...)

Geometry the same as the official part. 
No automated errors
A replacement exists

But really you should review the replacement at the same time.

How do I find the replacement? Should I be looking for a history line that would explain the reason?

If I have understood correctly, an obsoleted part should have the explicit obsolete category, "(obsolete)" at the end of the description, and a "~" at the start of the description. However, I haven't been able to verify these in the docs.
