I think if the part exists irl it can be on the Part Tracker, even if it never appeared in a set.
Would also include exclusive minifigure parts from the Lego store.

plenty of the 7433 tiles are available for sale but not the torso only 2 of them (allegedly) exist and they arent for sale anywhere


i dont want to clutter the parts tracker with torsos with lego logos

In general, if it's produced by LEGO and comes in a set or can be used in a MOC, it's fair game for the tracker.  There are some set adjacent items (like keychain Minifigs) that are ok as well. Articles of clothing, pens/pencils, salt/pepper shakers, luggage, etc. are not appropriate.

I'm not going to come up with a exhaustive list. It's a waste of time and will probably be incomplete or inadequate.  If in doubt, ask. As always, anything submitted to the tracker should be fully formed and usable. Mockups are not allowed.
