This functionality existed but I removed it because the query was slow and no one used it.

Since you asked, I did some research and leveraged my improved knowledge since I implemented this last and have come up with a solution that is significantly faster than the old method. 
I'll work to get this implemented in a nice table format soon.

This is now implemented in the user dashboard under the "Parts Read For My Vote". 

It shows a part if the part itself or any of it's subparts need at least one more vote and have not been voted on by you. It excludes any part that has a hold vote on itself or it's subparts. The list only shows parts in the "parts" folder and is listed in order of age on the tracker.

Note: It's a little slow to load (2ish seconds) since the query is complex.

tested it, but it also includes parts i already voted on and parts who are already certified enough (CCN/F and ACCN/F)
guess these should be excluded too...
should it rather include subparts?

This list will include any part where the part itself or one of its subparts need at least one vote and you haven't voted. This mean that certified parts will show up on the table level if one of the subparts still needs a vote and you haven't voted on it.

if I reworked someone elses part, why can I vote cert on my own edits? there could be some kind of hidden authorship (whoever uploaded the last version)

I don't really want to do that. There are plenty of reasons to submit a part that wouldn't exclude someone from voting. I'd rather keep it on the honor system.

"Parts ready for my vote" is a nice feature, but it lacks useful filtering options. e.g. I'm not competent (yet) to review stickers so I would like to exclude those by filtering. Other useful filters include "is part fix", description contains 'pattern', and myself as author, just to name a few.

My original request was about a new filtering option for the parts list, where I use several extended filters to get the subset I want to look at today, and from that subset I'd like to filter away the parts I have already voted on. The results of many queries are tens of pages long and it is bothersome to go through page after page because the picture loading is so slow (limit per minute or something). One can only access the first 4 pages of a query/filter result by direct link by number. All subsequent pages (except the last 4) are unreachable without going thru at least one other page. One way to shorten the list is to filter away the parts I have already voted on.

I maintain hope that the flag option for marking parts I do not wish/are not yet able to review will soon become available.

Why does "parts ready for my vote" include my own parts? (uploaded by me, cant even cert, but thats intended)
i would accept it if my edits of foreign parts are there (not my ownership), but ownership should be used to filter my own parts out.
And as Peter wrote, some more filters would be nice (like in the part search) to pre-sort stuff...

The user dashboard - my submits contain a list of all files I have submitted. The sorting and filtering options are adequate.

The user dashboard - events on my submits gives an overview of events made by other people. My own events are excluded. Less useful than the first, but fills a purpose.

The user dashboard - my votes. I haven't yet found any use for this. Right now it only states what I voted. It would be more useful if I could see the present status of the part/file or if any updates has been made since my vote was cast.

The user dashboard - parts ready for my vote: Instead of listing all parts that I can vote on, I'd like a shortlist of those which are "tracked" in the sense that I have voted on them (or parent or subfile) in the past. This would be to improve follow-through so that I review the part once a correction has been made or notice that I missed some file when filling out my reviews.

In the parts list, I'd like the option to filter away the parts/files that have the tracked flag set.
