That would be my approach:
- The BI-mesh is twofold, on the one hand the underside corners are rounded, but the star is pretty blocky
- Get some pictures of the part, usually I find ebay quite a good source for Duplo and look for smaller sets, the chance is higher to get a proper, large enough picture, e.g. check for set 10953
- Check the dimensions of the part
Basic Dimensions:
- Duplo Bricks are usually 80 x 80 LDU
- Vertex info shows back at 39.154 LDU
- Front (bottom) at 38.2 LDU, Star front at 39.5
- Left/Right at 38.459 LDU
-> I suggest to move the Star front to 40 LDU, the small setback below the star front to 38 LDU, the back to 40 (optionally to 39) the sides to 38.5 LDU
-> Make the walls around 3 to 4 LDUs thick
-> Get rid of the rounded corners at the bottom inside (1)
-> Avoid the intersections/overlaps, respectively add proper edge lines (2)

The star shape is slightly tapered (back to front), imho this can be omitted and realized without the tapering.
-> Use prims (16 sided cylinders) to realise the tips of the star
get rid of surplus vertices
