Is part 35252 an alias to LDraw part 30292b or is there a difference? I can't tell and I don't have access to either part.

Yes, they are different.

Interestingly Bricklink does not distinguish between the 30292a (w. re-inforced base) and 30292b
35252 is pretty similar to 30292b, the round part is just flattened a bit, from 4,9 mm down to 4,6 mm
