Hi Marc,
This part ("Minifig Hair Rocker with Sideburns") is official since update 2013-02. If you don't have it you should update or reinstall your LDraw parts library...

Thanks for the response. I found the part in LDD but how to I convert it so it can be used within LDRAW?

This part IS converted from LDD, and is present in the official LDraw library. Download and reinstall it from http://www.ldraw.org/downloads-2/downloads.html (complete.zip)
