I believe that the purpose of the 0 !NEEDSWORK was intended to be as a container for a description of what work is needed. So it would (presumably) be followed by a text description of the work.

You could still follow with normal comment lines, why introduce yet another comment like meta?

I still think you could indicate end of header with a pattern (double empty line for example)
