It seems to work. I downloaded the following unofficial part and stored it in my Unofficial/parts directory:

When I opened it in LDView 4.5, the missing subparts were automatically downloaded. (Checking the user defaults, I see that these also have a LastModified time, while the other unofficial parts LDView had downloaded recently didn't.)
