Next issue is that the color bin files are present but there the color wheel in LDCad says "missing" for all colors. This is for both 1.6d and 1.7

If so it sounds like a missing or weird LDConfig.ldr

This file is usually in the official library's root folder.

You can select a different one using the "prefs/ldraw/configuration files" menu.

Or maybe it got confused resulting from the files move (assuming you didn't just reinstall).

If so just delete the whole config folder to force a re-ask/scan of the library location.
