I have also tried (and double checked) both .dat and .ldr as endings (both on the file and in the LPub3D command) in order to get it to turn up in the PLI as a substitute part, but it simply won't.
Probably missing something terribly obvious again...

It doesn't have to be .dat just place it in a (unoffical) parts location. Just be sure that location is included in the search parts as a library location.

After that the part should be available in the part bin but it might be 'hidden' due to the bin group filtering rules. It should be in the generic search group though just be sure it is set to include unoffical parts.

To see it in e.g. the technic misc parts group, add a technic category meta to the file or change its description in something like "Technic string"

Thanks. It turns out my file had no category meta at the start of the file. Simply adding the line "0 string" at the top allowed me to find it in LDCad.
Now my file starts with :
Code:
0 string
0 Name: string.ldr

I used the string generator in LDCad to create a string in a model.
The PLI image is ugly as it shows the string in exactly the same shape as in the model (image attached)
But if I use the following substitution, no string appears in the PLI Sad
Code:
0 !LPUB PLI BEGIN SUB string.ldr 0
1 0 -100 -32 -35 0 -1 0 0 0 1 -1 0 0 ropelq-1.ldr
0 !LPUB PLI END
