It doesn't have to be .dat just place it in a (unoffical) parts location. Just be sure that location is included in the search parts as a library location.

After that the part should be available in the part bin but it might be 'hidden' due to the bin group filtering rules. It should be in the generic search group though just be sure it is set to include unoffical parts.

To see it in e.g. the technic misc parts group, add a technic category meta to the file or change its description in something like "Technic string"
