It looks like the callout placement relative to the assembly on a multi-step page doesn't work properly. It always aligns to the outside of the assembly, not the insdie. No matter if I choose from the inner square (on the dialog).
So, when I choose Top from the inner square, it actually does to Top:Center from the out square. The same with Right and Right:Center etc. etc.
I haven't tested it very extensive though.

I couldn't reproduce the behaviour you described.
For me the behaviour is as expected. How is your behaviour different from this video demonstration ?

I did watch your video and now I start to doubt myself though. What exactly is the (intended) difference between the inner square and the outer square on the dialog? Just to be sure.
