[Thoughts wanted] Parts.xml - xml improvement on Part.lst

My file (sample attached*) uses Apple's Property List DTD, which makes it a one-liner to read in with Apple APIs.

It also has some structure artifacts from a more poorly-designed earlier version. I didn't want to break backwards compatibility.
