The second Polybag set of the TMNT theme is a part of Wave 2. This time with an official name printed on the bag. Sold at Toys'R'Us in the US and available as a newspaper promotion in the UK.
Possibly this was originally meant to be just a small scale representation of the Shellraiser (Set 79104). Seems Mikey was included to add some playability. Not featured like this in the show or other media.
