Roland has always said that part snapping was meant to be geared towards making connections that aren't just as easily managed using grid snapping. (In other words, if you turn off part snapping and set the editing grid to its default of 10x8x10, it will have the same effect as part snapping to each stud and inter-stud position. Or if you start with a part placed between studs, a grid step of 20 will keep it always between studs.)

That's not to say I haven't also sometimes wished for this capability, but I do understand the desire to keep things cleaner and simpler in the interface.
