I'm not sure how I feel about you decompiling and using someone else's code without permission. While I'm sure that Rolf wouldn't really mind, that's not really the point.

Yes, “I’m not distributing the source code” is irrelevant.

AFAICT, there’s no licence whatsoever.  That means that there’s only the forum post to rely on and it only gives the authorization to use the program.
“Interoperability” exceptions can’t apply: the program is a filter, it didn’t enclose any of your data in a proprietary format, it doesn’t interact with anything else (device, other program…).

I wish devs would learn about licences.  Just adding one tiny text file along with your program isn’t that hard.
