left/right centered, front/rear offset
the two thin "dots" are to the front and hold onto the spring nose (as "return-to-center") of the plates (803-806)
that means the wheel axles are shifted a bit to the front of the vertical steering axle.
(the brick on the axle, but you meant the small box on the axle)

the small rectangular box is centered on the axle, wide to the sides.
(1x2 brick on the top has the same orientation as the 2x4 at the bottom)

the axle is normally that snugly on the brick, you cant separate them...
I have a brick with a broken axle box inside: L3,6mmx6mm
axle diameter: 5.8mm (if you need to drill a hole for that into a normal plate, use 5mm from below into the antistud, then 6mm from the top)
-> you can see the corners of the bottom box when viewing at the axle from above

for easy editing, the first line in the 799.dat is the culprit:
1 16 0 64 0 4.949 0 0 0 12 0 0 0 4.949 box5.dat
should be sized to fit 800.dat
1 16 0 64 0 6 0 0 0 12 0 0 0 4.5 box.dat
