There are a number of flat, non-angled windscreens.

30161, Windscreen  1 x  4 x  1.333 Bottom Hinge
64453, Windscreen  1 x  6 x  3
65735, Windscreen  1 x 10 x  4
19212, Windscreen  1 x 12 x  4 Trapezoidal
80573, Windscreen  1 x 14 x  6 Trapezoidal
4594, Windscreen  2 x  4 x  2 Vertical

I am personally inclined to call it a panel if it is vertical, and windscreen when sloped.  That said, you raise a good point and I will revisit the naming for these parts!
