To match ring and cone primitives in a continuous radial fashion, they must have the same origin. Based on your picture, you have different origins for inner and outer shapes. This means that there won't be any ring primitives that can bridge the gap between the circular shapes having different origins.
For this particular case, I'd rotate all circular prims 45 degrees and make only a mirrored half (one eight of a circle) such that all circular prims can have the same origin and start at the 45 degree plane. All but exterior prims will likely require custom modifications around the last segment of the 45 degree arch. Use 5 decimals for the scaling factors used for achieving the rotation. The custom vertices can have 4 decimals.
Another option is to use tang (or a lot of short ndis:es) and a lot of short chords to make a mosaic instead of a ring.
