To measure angles from a rotated part, select it and press "O" or click ABS in the editing compass to toggle it to REL. That sets the grid to that of the rotated part instead of the base XYZ axes.
To rotate around an axis besides XYZ, select the part(s) and then hit ALT-R to bring up the rotation dialog. The drop-down menu gives several options, including rotating around a custom vector or a given matrix. If you've toggled to a REL grid, these options will work starting from there, unless you check the box for Absolute rotation.
