a perfect example for #3 are Fischer Technik parts, this is a completely different construction system. There are LDraw files which people use to construct their models. Those parts will not become part of this Library.

ad 2) purely digital parts, which have no physical counterpart as well as custom 3D prints should IMHO not be part of the library.
If people use 3D prints in theri MOCs, some Technic MOCs use custom wheels ofr suspension parts, those can be included in the MPD/LDR file, that's what the file format caters for, but thoese are not supposed to be in the library.
If needed users can import them to their own personal library, but they will not be tracked here
