I only used the "Unofficial_" for alignment with existing Part/Subpart/Primitive/Shortcut terminology, under the (maybe false) premise that LDraw.org might like to issue "Official" versions of sets - that have gone through some form of review - as part of the library. I switched from "Model" to "Set" deliberately, as the distributed package already has a Models folder which I suspect many users use as a kind of working area. By using "Set" we could have a "Set" folder alongside Parts.
I think my personal conceptual defintion of "Shortcut" is much more narrow. It is merely a representation of something as delivered already assembled, by LEGO, rather than something that needs to be built be a user.
