I do not defend it because I'm French but I can understand that they do an exception for Architecture sets where the most interesting is not the religious aspect but the architecture of the building itself. Also this would not be the first time as they already issued Taj Mahal sets.
Also to be noted that they already expose a big replica of Notre Dame within Paris Lego Store since its opening in 2016:
