I think in this case we have a rule (but it is not followed). Even if it's soft rule:
"The origin of a formed sticker part may match that of the part for which it is intended or be noted in a !HELP header line."

But as Gerald pointed out, there might be cases that are more difficult:  " .... like the Santa Fe Logo. Main attachment point (centrally) would be a 2x2 Tile "

I think we have a good enough rule already.
Origin of a formed sticker should match the intended place where it is supposed to be placed.
In the Santa Fe, it's the flat front, but with rounded corners, of the locomotive. No STAMP shoutcut needed.
In the Funnel in question here, the origin of the intended brick. No STAMP needed.
