Yes, in 2D for both ideas. For example, if want to un-rotate a path point, but still have its Y-axis point along the path as it's supposed to. Ctrl+home will make the Y-axis vertical. Also useful for tinkering with Technic assemblies.
I guess in most cases, it's not really resetting the rotation, but just rounding to the nearest 90-degree matrix.
