No it's not 'that simple'. There is no absolute standard of errors, there is no absolute standard quality of parts. There are minimums but there are plenty of 'holds' that go on for parts above the minimum standard, some that everyone agrees on but some that offer debate. We pick and choose what details we add and we allow small discrepencies when the library will benefit. Similarly there is ample flexibility on how we choose, or choose not to use primitives, especially rect and box ones.
