I'v downloaded the LDCad tar file and extracted to a special Linux files folder that was created.
Next, I was able to run setup.sh (I think)... but then what?
setup.sh tries to install the binairy/data files to the appropriate places (like a setup does for windows).
If successful the program appears in the graphics section of the main 'start menu'. I have no idea if this method works on a chrome book.
Simply running the 32 or 64 binary standalone might work better.
If the binary won't work using Wine with the windows version might be an alternative.
