Technic Panel Alignment

The alignment for the Technic Panel in relation to the Dark Grey axle in the above photo seems to off by more than I would expect. Since my parts are still in storage, can someone check this out for me? I've attached the sample LDR file.

In real world it works perfectly because the overall assembly is very flexible (see https://photos.app.goo.gl/5MsC4tCKF7suxdNq6). But in our stiff digital world, it's no good at all: panel pin holes are exactly 60ldu apart, while pin-axle distance is 63.25 ldu!
