Dunno how LPub3D behaves now, but some time ago it did skip the empty step. The trick was to use a dummy buffer exchange store/recall to fool it.

I have checked: an empty step is skipped in the latest version of LPub3D.
The trick you mention here still works.

If I have the need for an empty step I just place dummy part out of sight (somewhere inside or outside the model) and ignore that part from PLI and BOM.
