This is the correct way indeed, but I always hate the fragmentation this results into, especially with small programs/tools, e.g. :
Just a lonesome exe in program files and a single cfg file way over in the user dir, and gen library/bin/template files in lock down at appdata.
It's weird though, cause in Linux this (seems) less of a burden.
