Nested callouts are indeed supported when the 'child' callout is in a different mpd-format FILE (meta) or separate ldr-format file [Philo's example].
The LPub3D behaviour you are experiencing is a current limitation of the recently released LDView Single Call Rendering feature.
If you un-check 'Use multiple files single call rendering' (Configuration/Preferences/Rendering Tab/LDView is installed menu group) or change your 'Preferred renderer' to LDGLite, the nested callout will display as expected.
The current behaviour is a result of the single call parse not iterating to the level of the nested callout assembly (CSI) so only the PLI (if displayed) is presented. I will take a look at redesigning this logic.
