Rules and procedures for the Official Model Repository - OMR

Either allow duplicates, or define some rules for replacement. If i see all the models with missing this missing that etc., i cannot understand how to replace them by a "better" version from a different user? Not to speak of the scenery of the model, there are a lot of different approaches... the first one is not necessarily of the best "quality". IMO this could lead to a "quick and dirty" release of models.
