The only thing I don't understand about LDraw.org is that parts are uploaded, and when you download them, the Part Designer doesn't recognize them. Why aren't these DAT files even properly completed so that they're usable?

Maybe you are trying to use parts that have subfiles/parts, that you did not download. Subparts are used for reusability, wich also keeps the entire part library itself smaller in storage used.

Be sure to use the "Download ZIP" button if you want to get a file for Studio. Unzip the content into a folder and tell parts designer to use the base part from this folder, it s´will build the part properly

To give a more in-depth explanation, just like anything LDraw, Studio needs all of the subfiles (submodels and primitives) to load the model. Most LDraw parts have submodels specific to them, which, if Studio doesn't have that part, it won't have the submodels for it either. A lot of newer primitives are also missing from Studio - that's due to Studio's library being essentially a fork of LDraw official library (and it pretty much can't not be because of how Bricklink made their editor)
