Lpub error: Mingwm10.dll not found

I just installed Lpub4, but when I try to open the program I get the following error:

This application has failed to start because Mingwm10.dll was not found. Re-installing the application may fix this problem.

I tried to re-install the program but I keep getting the same error. Can anyone help me get this program working?

Got an answer from J.C. Tchang:
- Download LPub 4.0.10 and install it.
- Then install 4.0.11 over it in the same folder.
