This is what it should do, as this is a portable version. It is configured to do nothing outside its own folder by design.
It should therefore not be placed in a restricted folder like program files.
If you want it there anyway, you need to reconfigure the program by supplying a ldcad.cfg alongside the exe file.
This is what the setup does, and your own AIOI does that too, so you could use that one as an example.
Just make sure it uses a different sub folder in the roaming tree to work separately from the 1.6 version (if installed).
