Although that discussion misses the myriad of other parts (official or otherwise) that have both tile and plate qualities. Where 88646, 6179, 6180, 4607, 4522, 6178, 6205 and 6177 (+print) are all considered tiles.

Overall it seems that de facto standard is that if you have more flat space than studs you should really be a tile.

That said, Orion's point about 'jumper plate' makes sense. And 87580 is probably becoming known as a 'double jumper plate'.
