I think we need to make it clear that this is a "fork" of Joshua's spec. In other words, if Joshua change his spec, our "fork" stays the same. We may like his changes and fold them into our version but this can only happen with an LSC vote.

What is the difference between a "Language Extension" and an item in the "File Format"?

My understanding is that "compliant" programs are supposed to support everything in the base format spec. Everything that's a language extension is (in theory, at least) optional.
