Given the nature of the topic I'd say no
Every site seems to have their own definition or list what should be a "promotional set" and it's easy to miss a set, since information is typically somewhat scarce (even for the newer ones). Here's what Brickset/Bricklink list as such:https://brickset.com/sets/theme-Promotional
https://www.bricklink.com/catalogList.asp?v=5&pg=1&catString=983&catType=S
Bricklink only has 151 sets listed (which still is somewhat middle tier, compared to Pirates at 93 sets). The bulk of Brickset's entries are In-store builds (which BL doesn't recognize, it seems). And neither site lists sets which were promotion exclusive, but closely related to a more specific theme; Town is especially notorious here, including Airline Promos, Maersk, Team Telekom, the '98 Football line and some more. Neither of which typically counts towards the "General" Promotional Theme.
