"Uncertified Subparts" status - Orion Pobursky - 2023-03-28

I've always been unsatisfied with the "Uncertified Subparts" status. It hides parts that have certify votes  from admin review. 

A possible solution to this is to get rid of the "Uncertified subparts" status entirely. This will required a change in the logic for "Certified" to take subpart status into account. If a part is certified but not releaseable due to subparts needing certification it's status could be "Certified, not Releaseable". Then then "Awaiting admin review" and "Needs more votes" status logic could be changed to ignore subpart status.

Thoughts?

Sounds good - but is it "Certified, not Releaseable" or "Awaiting Admin Vote, not Releaseable"?

"Certified, not Releaseable". "Awaiting admin review" will be anything with no hold and >2 cert.
