Looking for part 15647 - Jaco van der Molen - 2018-09-19

I am looking for this brick:

Can´t seem to find it neither as official or unofficial, but the element has been around since 2013?

P.S. should ROOR in "BEAR.ELEM. INV. ROOR TILE 45°" not be ROOF with an F? ;-)

It looks like a part alias of 30390, but with different axlehole and stopper rings in the studs.

According to BL image, I see stopper rings in both versions
