I found these parts in a lot of LEGO I bought used. The colors match Trans Neon Green and Trans Neon Red, but I didn't find them on bricklink etc.

Not that I know of. Possibly third-party (eg. Brickarms, Little Armory) minifig parts.

Didn't the two rods appear in an older version of LDD? Then again I may be mistaken.
